Major Position Responsibilities:
This position is expected to provide leadership in the implementation of WebSphere Portal applications with specialization in user interface design and deployment. The candidate will be responsible for leading the customization of a Java-based application with a focus on core application modifications, security, rules, and configuration management. This requires that the candidate must be able to lead a team of people, perform analysis, and work interactively with customers.
Responsibilities include:

• Understands existing Enterprise product architecture, functionality and design
  
• Provide leadership to functional teams to help design all ND GUI customizations in compliance with existing product architecture and design
  
• Verifies all standards and guidelines across all customization areas including rules engine
  
• Provides architectural expertise to the North Dakota Enterprise MMIS for the design, development, and implementation all customer requirements for GUI modifications and enhancements.
  
• Works with end users and project stakeholders to define requirements, design specifications and delivery dates
  
• Manages the design and development of North Dakota specific integration services and customizations
  
• Works with Enterprise team to evaluate possible enhancements to the core system based on customer requirements and customizations
  
• Participates in the leadership and facilitation of Joint Application Design (JAD) sessions with customers.
  C.QUALIFICATIONS (Knowledge and Skills Required to do Job; Experience; Travel)
  REQUIRED:
  (MINIMUM)
  The individual should have at least 5-10 years of I/T experience on a variety of platforms and technologies with at least 3 years of building large complex N-Tier/SOA web-based business applications. Professional hands-on experience with designing and developing applications using Java, Web-Services, EJB, and Servlets in a UNIX environment. Strong object-oriented, design and development experience required. Use of iterative development methodology a must. Ability to work a virtual team of individuals who may report administratively to other departments. Project leadership, project estimation, strong written and oral communications skills also required. Proven track-record of design and development of large, complex, transaction oriented, mission critical business systems and the ability to troubleshoot and tune such systems is an absolute must. Strong web-security knowledge and experience as well as experience integrating with back-end systems. The position routinely works under demanding deadlines and often handles heavy workloads, operating with only limited supervision. Some travel should be expected.
  PREFERRED:
  Ideal candidates will have prior health-care, insurance and/or Medicaid related experience.
  Experience with the WebSphere and Rational products suites is a plus.
